OVERVIEW:

The Proposal Engineer will support the Business Development team by responding to customer Request for Quotations (RFQs) and leading the development and management of competitive proposals for US-based utility-scale PV Solar, BESS, Substation, and traditional power projects. This role develops the offer scope, cost estimates, pricing, and commercial exceptions and clarifications – carefully considering both technical and business implications. The ideal candidate is highly self-driven, an adept learner, and skilled at coordinating across many different internal teams to produce comprehensive customer Construction Innovation product solution proposals.

RESPONSIBILITIES:

  • Receive, review, organize, and distribute customer RFP/RFQ documentation packages to internal teams.
  • Collaborate with Business Development, Marketing, Engineering, Supply Chain, and Manufacturing to develop both “bid as per spec” and “value engineered” proposals.
  • Review commercial terms and performance specifications; negotiate and/or develop compliant proposals with support from Business Development, Engineering, and Legal teams.
  • Support the Supply Chain to foster relationships, negotiate competitive pricing, and stay informed of emerging market technologies.
  • Develop preliminary project schedules, division of responsibilities (DOR), and scopes of work (SOW).
  • Understand and account for applicable Project Labor Agreement (PLA) or union requirements for the project’s location or region.
  • Prepare and submit detailed proposals to customers in accordance with their specific bid submission requirements.
  • Support the collection and submission of customer-required pre-qualification documents.
  • Create templates, tools, and processes to improve proposal turnaround time and consistency.
  • Draft and issue Requests for Information (RFIs) as needed.
  • Perform other duties as assigned

DESIRED SKILLS & EXPERIENCE:

  • Bachelor’s degree in Engineering, Business, or a similar technical degree, or in lieu of a degree, at least 5 years of industry experience required
  • 1+ year of experience working at a utility, Developer, EPC, power market OEM, or a MEP contractor
  • Ability to comprehend and make decisions based on technical information (drawings, specifications, manuals) required
  • Strong detail orientation, organization, and planning skills required
  • Excellent communicator and cross-team collaborator required
  • Ability to travel to customer job-sites and offices 0-25% required
  • Experienced in executing utility-scale renewable (PV, BESS) new construction projects
  • Experience reviewing and negotiating contracts
  • Experience reviewing and writing detailed proposals
  • Experience in creating material takeoffs and estimating
