CIVIL ENGINEER I
GENERAL STATEMENT OF DUTIES
Performs professional civil engineering work; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS
The Civil Engineer 1 position applies knowledge gained through education or experience to a variety of engineering problems with limited latitude for independent judgement, but with responsibility for the technical soundness of methods. Duties include professional field and office engineering work related to planning, design, construction, and maintenance projects. Supervision may be exercised over other in fieldwork. Work is performed under the supervision of the Town Engineer, who makes general assignments and inspects work occasionally to assume adherence to instructions and conformity with accepted engineering principles.
EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative Only)
Assists other professional staff on reviewing, interpreting, evaluating, and developing: private, municipal, and Mass DOT projects, site and subdivision plans, traffic studies, stormwater reports, related calculations, wetland/riverfront impacts, etc.; ensuring compliance with latest standards, specifications, contract documents, codes, laws, ordinances, regulations, etc.
Inspects subdivision construction, roads, sidewalks, water lines, sewers and storm drains and building connections; maintains daily records of locations and measures quantities of work completed;
Works with other professional personnel in preparing: design plans, studies, technical reports, memos, developing and evaluating project alternatives, cost estimates, bid documents, grant applications, presentations, and surveys for various civil engineering projects and planning studies.
Utilizes AutoCAD, HydroCAD, ArcGIS, Microsoft Word, Excel, Power Point, and other civil engineering software.
Plots field notes and prepares final drawings;
Operates total station, laser levels, GPS systems, smart levels, and other survey/engineering related equipment;
Arranges and/or performs exfiltration, leakage, pressure, soil, and other related tests as required.
Researches deeds, easements, right of way layout, and registry plans; furnishes information to the public and other municipal departments and state entities; makes copies of maps and plans, operations automotive equipment; does related work as required.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Considerable knowledge of construction materials, methods and practices, and the application of their use in construction; ability to recognize and report all substandard construction in a timely manner; comprehensive knowledge of professional engineering practices; thorough knowledge of mathematics; skill in the use of and operation of drafting software; ability to reduce and plot field notes, and to make computations; ability to secure the cooperation of contractors, DPW employees and others; skill in the use of and operation of engineering instruments; familiarity with the use of and operation of G.I.S. and AutoCAD; ability to prepare complex and technical reports.
PREFERRERED KNOWLEDGE SKILLS AND ABILITIES
Some professional engineering experience preferred and two years’ experience as an inspector on public construction work and/or drafting/design experience, including reducing notes and plotting; or any equivalent combination of experience and training, which provides the required knowledge, skills, and abilities.
Knowledge of stormwater regulations and ability to assist with municipal compliance of: NPDES MS4 Permit, Complete Streets/Safe Route to School Infrastructure Projects, MassDOT project development process, pavement management techniques, grand applications, report writing, plan review for Planning Board, conservation Commission, etc.; good technical, and organizational skills. Ability to manage multiple projects and tasks at once.
ACCEPTABLE EXPERIENCE AND TRAINING
Graduation with a minimum of a Bachelor of Science inCivil Engineering or related field from an Accreditation Board of Engineering and Technology (ABET) accredited four-year college or university.
ADDITIONAL REQUIREMENTS
Possession of a valid motor vehicle license (Class D) as issued by the Commonwealth of Massachusetts or equivalent.
